Four basic tasks of government

At school, one of my better Commerce teachers (sadly I can't remember which one) told me that:

The three (official) basic tasks of government are:

• to ensure external defense,
• to maintain internal order,
• to operate an honest currency.

Plus a 4th (unofficial) one:

• to stay in power.
